Rasul Douglas was born on August 29, 1995, in East Orange, New Jersey. There, he attended the East Orange Campus High School.
After his graduation, he continued his football career on a collegiate level at Nassau Community College. In his 2012 freshman season, he redshirted and recorded 83 tackles and five interceptions over the 2013 and 2014 seasons.
In 2015, he transferred to West Virginia University. There, he made appearances in 11 games and recorded seven tackles and an interception. It was during his senior year that he was named first-team All-Big 12. This came after he tied for the national lead with eight interceptions.
In the third round (99th overall) of the 2017 NFL Draft, he was selected by the Philadelphia Eagles. At that time, he was the 17th cornerback selected in the draft and the second cornerback taken by the Eagles.
